The City Vision University Addiction Counseling program offers a full range of instruction on the skills necessary to succeed as a licensed addiction counselor.
These skills are defined by the Substance Abuse and Mental Health Services Administration in a publication often known as TAP 21. This is a Technical Assistance Publication entitled Addiction Counseling Competencies: The Knowledge, Skills, and Attitudes of Professional Practice, which can be downloaded from .
After you have receive a BS or a certificate in Addiction Counseling from City Vision University, you will still need to follow the steps necessary to get licensed by your states accreditation board. Most states require at least 180 hours of training to satisfy the instructional requirement for licensure typically you will simply need to supply a transcript of completed coursework, and, at most, the syllabi of the courses which you took.

Note that if you have already completed an initial course of study in addiction counseling, any of the courses listed below should count as 45 CEUs , since each provides 3 academic credits. Most states require 40 CEUs every two years, though some require the ethics course in person.

Advisory: The Substance Use Disorder Counseling Competency Framework: An Overview
This Advisory is based on Technical Assistance Publication 21, Addiction Counseling Competencies: The Knowledge, Skills, and Attitudes of Professional Practice. It discusses the development of the counseling competencies and the validated research on which they are based, provides a simplified overview of their structure and the elements of a typical competency, and outlines how these competencies are changing the field of substance use disorder treatment nationwide. The Advisory also addresses the critical role of cultural competency.
Twelve Core Functions Of The Addiction Counselor Tap21
The twelve core functions of an addiction counselor are:
I. Screening: Determining whether the client appropriate and eligible for admission to the program.
II. Intake: Completing admission, assessment and other program forms, releases of information, and assigning a primary counselor to the client.
III. Orientation: Describing to the client the goals of the program rules of conduct and infractions that can lead to disciplinary action or discharge from the program.
IV. Assessment: Identifying and evaluating an individuals strengths, weaknesses, problems and needs in order to develop a treatment plan. This usually results from a combination of focused interviews, testing and/or record reviews.
V. Treatment Planning: Identifying and ranking problems needing resolution establishing agreed-upon immediate and long-term goals and deciding upon a treatment process and the resources to be utilized. A written treatment contract is based on the assessment and is a product of a negotiation between the client and the counselor to assure that the plan is tailored to the individuals needs.
VI. Counseling: Basically, the relationship in which the counselor helps the client mobilize resources to resolve his or her problem and/or modify attitudes and values.
VII. Case Management: Knowing how to bring outside services, agencies, and resources to assist the client to recovery and attain other goals of the treatment plan.

The Book Every Addiction Counselor Should Have
The Addiction Counseling Competencies: The Knowledge, Skills, and Attitudes of Professional Practice , developed by the National Curriculum Committee of the Addiction Technology Transfer Center Network, is an evidence based body of work that identifies competencies that are essential to the effective practice of counseling for psychoactive substance use disorders. TAP 21 has been the benchmark by which curricula are developed and educational programs and professional standards are measured for the field of substance abuse treatment in the United States since it was first published in 1998.
When an updated edition of the TAP 21 was released in 2006, it became clear that what educators, students and counselors needed was a simple way to teach, learn, understand and practice the competencies outlined in the TAP 21.

Counselors who treat people with substance use disorders do life-changing work on a daily basis, amid difficult circumstances that include staff shortages, high turnover, low salaries, and scant program funding. Counselors come to this important work by various paths and with vastly different skills and experience. The diversity of backgrounds and types of preparation can be a strength, provided there is a common foundation from which counselors work. This publication addresses the following questions: What professional standards should guide substance abuse treatment counselors? What is an appropriate scope of practice for the field? Which competencies are associated with positive outcomes? What knowledge, skills, and attitudes should all substance abuse treatment professionals have in common? Workforce development is essential to the field of substance use disorder treatment.

History Of The Competencies
In 1993 CSAT created a multidisciplinary network of 11 ATTC Regional Centers geographically dispersed across the United States and in Puerto Rico and the U.S. Virgin Islands. Since its inception, the ATTC Network has collaborated with diverse international, national, State, regional, and local partners from multiple disciplines to recruit qualified addiction treatment practitioners and enhance academic preparation and professional development opportunities in the substance abuse treatment field.
The National Curriculum Committee, composed of ATTC Directors, was established at the Networks inaugural meeting. The committees initial charge was to collect and evaluate existing addiction educational and professional development curricula and establish future priorities for ATTC curriculum development. This effort led to researching existing practice and professional literature and defining an extensive list of addiction practice competencies determined to be essential to effective counseling for substance use disorders. These initial competencies would serve as benchmarks to guide future ATTC curriculum design, develop-ment, and evaluation.
Based on this foundation, the National Curriculum Committee began to delineate the KSAs that undergird each competency statement. Input was solicited from a number of key national organizations and selected field reviewers. In 1998 CSAT published the results of this ground-breaking work as TAP 21 .
