Stark Mental Health Clinic provides a person-centered, holistic, integrated approach to preventing, intervening, and treating mental illness, other challenges, and co-occurring diagnoses. Canton Already Had A Partnership With Coleman
Canton already has been using a variety of methods to help police officers respond to mental health crisis situations. All officers get a 40-hour Crisis Intervention Training class. The department also has assigned a veteran detective to serve as a mental health liaison officer where he works regularly with mental health professionals and conducts follow-up sessions with those in the community with mental health issues who consistently come in contact with law enforcement to ensure the person is getting the help they need.
The department also has been working with Colemans mobile crisis unit to have crisis intervention counselors co-respond during emergency calls.
Michelle Allison-Smith, chief officer of crisis services at Coleman Crisis Services, said the mobile unit, which works with every Stark County law enforcement agency, responded to 1,377 calls from July 1 to Nov. 30, with 11% of those calls coming from Canton police.
While the agency guarantees that its responders will arrive within 30 minutes of being called, Allison-Smith said they often arrive in 18 minutes or fewer.
But she said that can still be a long time to wait when someone is in crisis.
will now be able to co-respond with officers when they get a behavioral health call instead of waiting up to 30 minutes for a mobile response counselor to arrive on scene, she said.

The Homeless Management Information System
The Stark County Homeless Management Information System is a data collection system utilizing a single point of entry for clients in need of emergency shelter or other homeless services. The HMIS assigns each case a number, which can be used to access various services at different locations throughout Stark County. Data from the HMIS can be used to track who is being served by the programs, who is seeking assistance, trends in the population seeking assistance and the types of assistance provided.
Each Continuum of Care is required to operate an HMIS by the Department of Housing and Urban Development for reporting demographic and outcomes data for all local, state, and federal grants. All agencies receiving funding from the Continuum of Care grant must participate in HMIS. More detailed information about the HMIS requirement can be found at www.hud.gov/offices/cpd/homeless/hmis/. King of Prussia, Jan. 19, 2023 — Recovery Centers of America , one of the premier substance use disorder treatment facilities on the East Coast and in the Midwest, today announced the launch of its third-annual RCA Hope for Addiction Scholarship essay contest, which encourages college and university students to do their part in the fight against addiction.
RCA launched the scholarship program in 2020 due to the impact of the continued U.S. opioid epidemic, and the ever-expanding need for well-trained professionals to help battle addiction.
The scholarship offers financial assistance of $1,000 to a student who demonstrates through a 750-1000 word essay that they have the desire and potential to help individuals and families struggling with addiction. The submission deadline is Feb. 28.
Sadly, the crisis of addiction in America isnt going away anytime soon, and RCA is focused on helping our next generation of leaders who will take up the fight, said Peter M. Vernig, Ph.D, vice president of clinical services for RCA. The RCA Hope for Addiction Scholarship program is an element of that commitment. How Many Embedded Crisis Counselors Are There
As of now, no statewide mental health or law enforcement association appears to be tracking how many crisis counselors are embedded with police departments and are co-responding to emergencies in Ohio.
“We know that it is happening in a variety of communities in a constellation of ways between mobile response, co-response, and different types of contracts between law enforcement and mental health agencies,” said Emily Em Ribnik, director of the Criminal Justice Coordinating Center of Excellence at Northeast Ohio Medical University in Rootstown. “These types of initiatives are also funded in a variety of ways as well. However, it is very locally dependent.”
New Philadelphia Police Chief Michael Goodwin said his department had an embedded crisis counselor for a year before she retired about a year ago.
He said the department and its partnering mental health services agency havent found a replacement over the past year.
He said the counselor had worked four days a week at the department and spent one day conducting office work. Goodwin, whose department has up to six officers on patrol at one time, said she worked a day shift, typically from 8 a.m. to 4 p.m., and often would ride along with officers.
She was a good fit with our officers, Goodwin said. You have to have someone that can come in and understand the way police work is and why they do what they do. She basically became a part of the department.
It was definitely a benefit to the citizens, he said.

Police Chief John Gabbard: ‘while Canton Has Great Resources Those With Mental Health Challenges Very Often Go Untreated’
Canton Police Chief John Gabbard said placing Rubenstein in the dispatch center area, which is connected to the police department, gives her access to police records and the ability to hear calls for service.
While Canton has great resources, those with mental health challenges very often go untreated, and their first contact in an official capacity is usually with a law enforcement officer, Gabbard said. Our goal is to ensure that those contacts do not result in criminal charges when possible.
As the departments mobile crisis counselor, Rubenstein has been tasked with handling the emergency calls Canton police receive for people in mental health distress in a variety of ways. City dispatchers will send her behavioral health calls directly. Shell meet and provide clinical counseling services to individuals at the police station. Shell also respond with officers for emergency calls.
Statistics provided by the department show that Canton police received 1,148 calls last year for a person in a mental health crisis and made 931 reports where mental health was the polices primary reason for the contact. Thats slightly higher than the 922 mental health-related reports there were made in 2021.
Three-fourths of the crisis calls in 2022 involved a threat of suicide, statistics show.

At Stark Mental Health Clinic, we offer same-day therapy appointments for new and returning clients and same-day prescriber/medication services for returning clients, both without having a pre-scheduled appointment. These services are available based on client cancellations and no-shows. To participate, simply walk into our clinic anytime during our open hours and wait for an opening. You can also call central access at 651-774-0011 to be placed on a waitlist. Since the number of clients on the call list and the number of cancellations/no-shows can fluctuate on any given day, we cannot guarantee that you will be seen. We will, however, communicate any clinic scheduling changes as they occur and do our best to accommodate your needs.
*Returning clients to medication services may schedule an appointment or walk in and wait for a potential opening. All clients new to medication services must schedule their first appointment. There must be a current comprehensive evaluation on file for both new and returning clients to be seen for medication services.
