The New York State Office of Addiction Services and Supports oversees one of the nations largest Substance Use Disorder systems of care with approximately 1,700 prevention, treatment and recovery programs serving over 680,000 individuals per year. This includes the direct operation of 12 Addiction Treatment Centers where our doctors, nurses, and clinical staff provide inpatient and residential services to approximately 8,000 individuals per year. OASAS is the single designated state agency responsible for the coordination of state-federal relations in the area of addiction services. Offices Of Addiction Services And Supports Medical Specialist 3 Nyc

The Medical Specialist 3 will act as the Associate Chief of Addiction Medicine in the Office of the Chief of Medical Services, serving as a direct liaison with program staff to oversee all aspects of medical care within the OASAS Addiction Treatment Centers and OASAS certified providers. This position will be dedicated to the medical oversight of OASAS ATCs and OASAS certified providers.
The direction provided by the Associate Chief of Addiction Medicine impacts the twelve ATCs operated by OASAS and over 900 treatment programs operated by OASAS certified providers. In relation to the OASAS ATCs, the incumbent provides administrative oversight and clinical supervision to medical staff, develops medical policies and protocols, and establishes medical standards of care.
In relation to the broader addictions treatment community, the incumbent assists the Chief of Medical Services in policy, systems change, and quality improvement initiatives, develops medical assessment and care protocols, and guides best practices and training projects. Travel is required.
Duties will include, but are not limited to:
Supervision and overall administration of the medical services offered at the twelve OASAS-operated Addictions Treatment Centers. This includes: the administrative oversight and clinical supervision of medical staff the development of medical policies and protocols, and the establishment of medical standards of care for the ATC system.
Statewide Sud System Support
Substance Use Disorder providers sustained significant fiscal stresses during and due to the COVID-19 pandemic. To assist providers with fiscal recovery and continued safe service provision of SUD prevention, treatment, and recovery services, OASAS intends to make funds available to support programmatic stability to resume, sustain, and/or improve existing SUD program services.
OASAS will make available up to $20 million of supplemental Federal Substance Abuse
Prevention and Treatment Block Grant funds awarded by the Substance Abuse and Mental
Health Services Administration to support reasonable, necessary, and allowable SUD
program costs incurred after March 15, 2021, that were not previously and will not otherwise
be reimbursed by other funding or programs, including State Aid and other grants. Funds are
available through March 14, 2023. Any extension of availability of the funds is contingent
upon Federal extension of the grant period.
Eligible Applicants
Voluntary agencies or local governmental units which provide direct care SUD treatment, prevention, and/or recovery services that are OASAS-Certified and/or funded by OASAS State Aid as of the date of award were operational prior to January 31, 2020 are pre-qualified in the Grants Gateway and have completed a certified Vendor Responsibility questionnaire are eligible to receive funds.

Dinapoli: As Drug Overdoses Climbed The State Failed To Inspect Residential Drug Treatment Programs
New Yorkers in residential drug treatment programs have been poorly served by the failure of the states Office of Addiction Services and Supports to inspect and certify that the programs are safe and give proper treatment, both before and during the COVID pandemic, according to an audit released today by State Comptroller Thomas P. DiNapoli.
The COVID pandemic wreaked havoc in the lives of many New Yorkers, including those vulnerable to addiction, said DiNapoli. Skyrocketing substance abuse over the past 18 months has created an overwhelming need for addiction treatment and recovery services. The Office of Addiction Services and Supports was inadequately inspecting and certifying residential treatment programs even before that, but when the state hit pause on inspections at residential treatment facilities during the pandemic, it put patients safety, security and treatment at even greater risk. We can never abandon vulnerable New Yorkers. I expect the agency to take swift steps to ensure these facilities are up to standards and providing the best care possible to all New Yorkers in need of their help.
DiNapolis audit found that even before the pandemic struck New York, certification for many residential treatment programs had lapsed with no inspections from OASAS. Without certification, it remained unknown if they were still providing adequate care for residents or had fixed problems found in earlier visits.

Harckham Senate Pass Legislation To Create An Office Of Addiction And Mental Health Services
Albany, NY New York State Senator Pete Harckham and his Senate colleagues approved legislation yesterday that will merge two state agenciesOffice of Mental Health and Office of Addiction Services and Supports and create a new state agency, the Office of Addiction and Mental Health Services.
Not a week goes by that I dont get a call from a family who has lost a loved one, who said their family member was in and out of treatment six, seven, eight, nine times, but because they never treated their underlying mental health disorder, they kept self-medicating until fentanyl caught up to them, said Harckham. This bill will break down the barriers in treatment programs, and follow the federal governments recommendation for integrated care.
Harckham noted that while extra resources are now being directed toward the overdose crisis, integrated care is necessary because 70% of people who present with substance use disorder have an underlying mental health disorder , and 50% of people with mental illness have an underlying SUD.
Two siloed systemsOASAS and OMHwith two separate funding streams, two separate bureaucracies for families to navigate, two separate sets of books and rules, and two separate doors, literally, to get treatment: it just doesnt work, said Harckham. Its time to create a system with no wrong door.

The Office of Community Services for Warren and Washington Counties is a shared administrative office between the two counties responsible for planning, oversight and coordination of a wide range of services for individuals and families impacted by mental illness, developmental/intellectual disabilities, and addiction issues. We work in partnership with the NYS Office of Mental Health, the NYS Office of Addiction Services and Supports, and the NYS Office for People with Developmental Disabilities to ensure services are developed according to identified local needs. The state agencies also assist us in ensuring that quality local services are available, accessible and delivered in accordance with state agency regulations and guidance. The state agencies fund, regulate and license the programs.
In order to be eligible for State aid, NYS Counties are required under NYS Mental Hygiene Law to have a Director of Community Services, a Community Services Board and to provide or arrange for services including mental health, addiction, and intellectual/developmental disability services.
