Merger Of Mental Health Addiction Services Offices Sought
New York lawmakers are pushing for the merger of the Office of Addiction Services and Supports and the Office of Mental Health with the goal of better serving people who are facing both addiction and mental health crises.
The state Senate on Tuesday approved a bill that would merge both offices in state government, creating the new Office of Addiction and Mental Health Services.
âNot a week goes by that I donât get a call from a family who has lost a loved one, who said their family member was in and out of treatment six, seven, eight, nine times, but because they never treated their underlying mental health disorder, they kept self-medicating until fentanyl caught up to them,â said Sen. Peter Harckham. âThis bill will break down the barriers in treatment programs, and follow the federal governmentâs recommendation for integrated care.â
Lawmakers pointed to what they said was a need for combined care: 70% of people who have a substance abuse disorder also have an underlying mental health disorder. That overlap rises to 90% when a person is in crisis. Half of people who are living with a mental illness also have an underlying substance abuse disorder.
Harkcham also wants to create a seven-person standing advisory committee on addiction and mental health programs with the goal of crafting state policy for prevention, care and treatment for people who are facing mental illness and addiction and that the care is implemented comprehensively.

Stephanie Campbell has felt the pain of addiction in her life and now as a key employee at the New York State Office of Addiction Services and Supports in Albany she works to help others overcome the devastating effects of substance use disorder.
So, on Thursday afternoon, as she toured the new detox center on the Genesee/Orleans Council on Alcoholism and Substance Abuse campus on East Main Street and spoke to the 50 or so people attending an open house and ribbon cutting ceremony, Campbells appreciation and gratitude came shining through.
Campbell introduced herself as the director of OASAS Behavioral Health Ombudsman office, a program that connects people to substance use and mental health treatment.
But, more importantly, she said. My name is Stephanie Campbell and I’m a person in sustained recovery. And what that means for me is somewhere in 1989, someone picked me out of the gutter, and gave me the message of hope. And, and I say that because so many people right now are desperate for that hope and that care and that compassion.
One of four speakers during the open house, Campbell said that community and connection vital aspects of GCASAs mission to provide comprehensive services at all stages of substance use disorder are what turned her life around.
Campbell said hundreds of thousands of people are dying from drug overdose.

Offices Of Addiction Services And Supports Medical Specialist 3 Nyc

The Medical Specialist 3 will act as the Associate Chief of Addiction Medicine in the Office of the Chief of Medical Services, serving as a direct liaison with program staff to oversee all aspects of medical care within the OASAS Addiction Treatment Centers and OASAS certified providers. This position will be dedicated to the medical oversight of OASAS ATCs and OASAS certified providers.
The direction provided by the Associate Chief of Addiction Medicine impacts the twelve ATCs operated by OASAS and over 900 treatment programs operated by OASAS certified providers. In relation to the OASAS ATCs, the incumbent provides administrative oversight and clinical supervision to medical staff, develops medical policies and protocols, and establishes medical standards of care.
In relation to the broader addictions treatment community, the incumbent assists the Chief of Medical Services in policy, systems change, and quality improvement initiatives, develops medical assessment and care protocols, and guides best practices and training projects. Travel is required.
Duties will include, but are not limited to:
Supervision and overall administration of the medical services offered at the twelve OASAS-operated Addictions Treatment Centers. This includes: the administrative oversight and clinical supervision of medical staff the development of medical policies and protocols, and the establishment of medical standards of care for the ATC system.

New York State Office Of Alcoholism And Substance Abuse Services
Enhanced support from The New York State Office of Addiction Services and Supports and DASNY provided Brenda D. with the opportunity to take advantage of educational and vocational programming at Addictions Care Center of Albany as she recovers from addiction. Brenda is a mother, and at the Care Center she can stay with her children.
Mothers struggling with an addiction should be able to receive residential treatment and continue to parent, Brenda said. ACCAs new women and childrens community residence will provide that opportunity. We should not have to choose between the treatment we need and our children.
DASNY and OASAS partnered to build the Addiction Care Center, a 20-bed residential home that will expand access for women like Brenda, and their children.
The demand for substance-use disorder treatment is growing dramatically and our goal is to help as many residents of the Capital Region obtain services as we possibly can, said Addiction Care Center of Albany Executive Director Keith W. Stack.
Other DASNY-OASAS projects follow a similar path of support.
In September 2016, Fairview Recovery Services Inc. in Binghamton opened a facility that will offer treatment and accommodations for mother and child. It provides medically monitored withdrawal services, and individual counseling. The 18-bed, OASAS-certified center built by DASNY includes treatment programming areas, and clinical and recreational spaces.
Dinapoli: As Drug Overdoses Climbed The State Failed To Inspect Residential Drug Treatment Programs
New Yorkers in residential drug treatment programs have been poorly served by the failure of the states Office of Addiction Services and Supports to inspect and certify that the programs are safe and give proper treatment, both before and during the COVID pandemic, according to an audit released today by State Comptroller Thomas P. DiNapoli.
The COVID pandemic wreaked havoc in the lives of many New Yorkers, including those vulnerable to addiction, said DiNapoli. Skyrocketing substance abuse over the past 18 months has created an overwhelming need for addiction treatment and recovery services. The Office of Addiction Services and Supports was inadequately inspecting and certifying residential treatment programs even before that, but when the state hit pause on inspections at residential treatment facilities during the pandemic, it put patients safety, security and treatment at even greater risk. We can never abandon vulnerable New Yorkers. I expect the agency to take swift steps to ensure these facilities are up to standards and providing the best care possible to all New Yorkers in need of their help.
DiNapolis audit found that even before the pandemic struck New York, certification for many residential treatment programs had lapsed with no inspections from OASAS. Without certification, it remained unknown if they were still providing adequate care for residents or had fixed problems found in earlier visits.
